CHIEF'S PREFACE

I am pleased to present the Dillon Police Department Policy Manual for the Town of Dillon in the County of Summit, Colorado. This Policy Manual has been adopted to provide guidance for all police personnel to function effectively in their assigned duties and responsibilities. This Policy Manual is a progressive document, intended to lead our personnel through the evolving circumstances, which law enforcement officers are confronted with daily. The future leaders and administration of this department shall continue to recognize change and to ensure that appropriate revisions are made to this Policy Manual on a periodic basis, so the content remains up to date with municipal code, federal laws, state statutes, and current accepted practices in policing. The effort that goes into the tending of this Policy Manual is a commitment as a Police Department to perform our duties in the most professional, ethical, and legal manner.

A word to our officers:

Like most police agencies located across the United States, Dillon Police Department is a small agency, often staffed with one officer on duty. In the absence of a shift sergeant, as mentioned throughout this manual, an on-duty field training officer (FTO) is next in the chain of command. Absent either a sergeant or an FTO, the on-duty officer is encouraged to make decisions to work through any given situation as needed, and then notify a supervisor as soon as it is practical to do so. I hope you will embrace a philosophy of “goal-oriented, logic-based policing” - have a goal in mind for everything you do: logically approach problems and work through them in manageable segments. You are empowered to take on new responsibilities, solve problems, and make a difference.
