Town of Dillon Comprehensive Plan

The Dillon Comprehensive Plan is intended to be general, which means the policies and proposals adopted within the
Plan is broad in nature and do not necessarily indicate specific locations of activity or use, or specific actions. As
used in this document, Comprehensive Plan means a generalized, coordinated land use map and policy plan for the
Town of Dillon, Colorado. The Plan is also comprehensive in nature, meaning all-inclusive, both in terms of the geographical areas, and the activities, systems, and issues addressed by the Plan.

In general, the Comprehensive Plan:

Is an expression of public policy in the form of policy statements, generalized maps, standards, and guidelines. Will be used as the basis for future Town decisions dealing with capital improvements, Town projects, open space acquisitions, urban design projects, and the evaluation of annexations and development proposals. Will be used as the basis for more specific rules, regulations, and ordinances that implement the policies expressed through the Comprehensive Plan.

Has been prepared to help assure that public actions are consistent and coordinated with the policies expressed through the Comprehensive Plan.

The Town has adopted a Mission Statement that relates directly to the comprehensive plan and the future of the Town. The mission statement, in concert with the Town Council’s existing Vision Statement, guides the goals and policies contained within the remainder of this plan.

These statements are:

Mission Statement

Dillon is a vibrant community with a proud history and an exciting future that enhances its unique recreational, economic, educational, and environmental characteristics. The Town is dedicated to providing high-quality services to its residents, businesses, and guests through responsive government and through enhancement of cultural and recreational activities in a pedestrian-friendly environment.

Dillon Core Area Vision Statement:

The purpose of Dillon Town Core Revitalization is to create a vibrant, mixed-use destination that reflects our Mountain Lakestyle identity; is the preferred location for new and existing businesses, residents, and guests, and enhances the quality of life for all who venture here.

In order to diversify our existing business base, drive density,  and solidify Dillon as a year-round destination with a lively, pedestrian atmosphere and a preferred location for community experiences;  we encourage the addition of year-round residential units, commercial amusement uses such as indoor play and entertainment, taverns, restaurants, retail, education and community centers. 

A testament to our commitment to revitalization, the Dillon Urban Renewal Authority was created in order to streamline and support development efforts and as a mechanism to implement Private/Public Partnerships and development incentives for projects that provide a public benefit.  

Goals of Revitalization:

1. Increase density and foot traffic by providing a diverse mix of residential opportunities, businesses, event programming, and community amenities
2.Improve the overall appearance of the core area and instill a sense of pride in the Dillon community
3. Diversify and expand Dillon's tax base in order to reinvest in public amenities including parks, amphitheater, Marina and community programs and events

Dillon Summary:

Dillon’s Town Core can support one hundred thousand (100,000) SQ. feet for multi-functional retail opportunities and support at least two-hundred (200) residential units. (Assumes redevelopment of Core Area parcels in addition to Town-owned land.) Our primary purpose is to support projects that enhance Dillon’s Mountain Lakestyle Community and encourage year-round, full-time residents and pedestrian traffic to drive economic vitality for new and existing businesses and provide enhanced community experiences for residents and guests.

Dillon’s Mountain Lake-style community is ideally suited for smaller living and workspaces, clustered within the town core area. Dillon is uniquely situated to capitalize on surrounding natural and community amenities. It includes the world’s highest deep-water marina, the Dillon Amphitheater, award-winning parks and play areas, the best farmers market in Summit County and connection to county resources and world-class ski resorts via a county-wide rec path and public transit system.

Dillon Amphitheater Master Plan

The Dillon Amphitheater was renovated and opened to a slew of free and paid concerts in summer of 2018  and have been producing great local and National acts ever since.

Amphitheater Reconstruction 

Dillon Town Council approved moving forward with the Dillon Amphitheater Master Plan and securing financing for the improvements through available cash, loan, grants and capital campaign.

The Dillon Amphitheater was conceived by a group of dedicated citizens. Throughout the years, the Amphitheater has been host to numerous, diverse, civic events each summer including; free Friday and Saturday concerts, dance nights, movie nights, naturalization ceremonies and other community services.

Facility improvements will include:

• Increased and improved restroom facilities
• Improved Americans with Disabilities Act (ADA) accessibility
• Streamlined backstage loading and unloading capabilities
• An improved grade of grass seating area
• Wider stairways and increased walkway

Dillon Cemetery

In 2014, the Dillon Cemetery Advisory Committee began the cemetery master plan project. This project entailed both short-term and long-term planning for the cemetery, including additional grave-sites, new roadways, public utilities, public facilities, public parking and additional burial options. This plan was the culmination of a year’s effort by the Dillon Cemetery Advisory Committee and project consultants CPRA Studio, LLC.

In October 2015 the Dillon Town Council approved the final plan and design concept for the Dillon Cemetery Master Plan project. This Plan is designed to serve as guidelines for future cemetery planning and improvements; and will be utilized to prioritize projects, development, designing and planning projects for the cemetery.

Dillon Marina Master Plan

JJR, consultants hired by the Town of Dillon, share ideas and comprehensive plans for the Dillon Marina. The plan is a multi-phased, multi-year endeavor.

Three Mile Plan

The purpose of this plan is to address the specific statutory requirements of Colorado Revised Statutes (C.R.S.) 31-12-105, which requires that a municipality adopt an annexation plan prior to the annexation of any land into the municipality, and that it provide direction to the municipality and land owners concerning land use issues and infrastructure improvements needed upon annexation into the Town of Dillon. This plan is also referred to on occasion as the Three Mile Plan for Annexation due to the statutory limit which does not allow a municipality to annex further than 3 miles from the existing municipal limit in any one calendar year.

Dillon Town Park Phase One Master Plan
